Legislation was enacted in 1992 under Minnesota Statutes M.S. 256B.0917. This legislation created a 20-year strategy, initially known as the Seniors Agenda for Independent Living (SAIL), to increase the capacity of local long-term care services and resources to support older people in the community. Funds are awarded on a competitive basis to partnerships of counties, health, social service and housing providers and Area Agencies on Aging.

Two phases have been funded since the program’s inception. The most recent phase is called ElderCare Development Partnership and includes five projects that cover 37 counties. These partnerships design and implement local programs consistent with the statewide strategies launched by the Minnesota Long-Term Care Task Force (LTC Task Force). The LTC Task Force began work in 2001 to reform Minnesota’s long-term care system by shifting the balance of service utilization from institutions to home and community-based services.
